South Africa is probing whether the shooting in Johannesburg last week of Rwanda's former army chief was a bureaucratic assassination attempt, a foreign ministry official said Thursday.
Four people were arrested after exiled overall Faustin Nyamwasa was shot in the stomach and wounded on Saturday as he was entering his home in the northern suburbs of Johannesburg.
His missus Rosette believes the attack was a political assassination attempt, but police have not commented on the motive. The Rwandan administration has denied any involvement in the shooting.
"At the end of the investigation we will determine whether this was a criminal or a political act and who was responsible for it," said Ayanda Ntsaluba, gaffer general of the foreign ministry.
"If the attack was a political act against the general within South African territory, we would imagine it as very serious and we would have to treat it as such," he told a press conference.
"The violent action against the general is receiving the attention of the South African Patrol Service and the Department of Justice," he said.
Nyamwasa, Rwanda's former ambassador to India, came to South Africa in February and obtained administrative asylum, Ntsaluba said.
"We know the Rwandan authorities are not happy with his presence here and we have interacted with them," he said.
"We are also sensible of an Interpol warrant issued against the general," he added, but declined to comment on the nature of the warrant. "I do not want to add to consideration on this matter."
The Rwandan government has accused him, and former army colonel Patrick Karegeya, of masterminding grenade attacks earlier this year in the run-up to presidential elections in August office was under renovations and ready for re-occupation when the thieves hit, reports South Africa's Times Newspaper.
The robbers helped themselves to everything of value - including doors, cupboards, basins, cutlery, tiles, movables, electrical equipment and mortuary fridges.
Officers from the Carletonville police station, west of Johannesburg, have had to fill into three small rooms.

The span is inadequate, and there with no holding cells or parking spaces. The rent costs the police about 127,000 rand ($17,000; £11,430) each month, reports The Times.
It is not unequivocal how the burglars managed to clean out the office without being detected by the security company contracted by the Department of Public Works to stand watch over the premises.
Democratic Alliance police spokesperson Dianne Kohler Barnard said that the Activity be contingent of Public Works had "failed taxpayers".
"How bizarre, that the police will now have to investigate a crime committed at a control station," she said.
"It's absolutely terrible, but typical of Public Works. For them to allow that place to be stripped is scandalous."
Public Works spokesperson Thami Mchunu said he was still gathering information about the incident.
"I will give you the full details as quickly as possible," he said, reports the newspaper.

Poland exit polls give interim president lead
Exit polls in Poland's presidential election Sunday show the interim president and parliament speaker Bronislaw Komorowski leading Jaroslaw Kaczynski, the twin brother of the president killed in a plane crash in April, but without the 50 per cent needed for outright victory.
If the exit polls are confirmed by official results, a runoff vote would have to be held between Komorowski and Kaczynski on July 4.
An exit poll by Millward Brown SMG/KRC showed Komorowski with 45.7 per cent of the vote and Kaczynski with 33.2 per cent.
A second poll, by OBOP, showed 41.2 per cent for Komorowski and 35.8 per cent for Kaczynski.
But as partial official results were reported several hours later, it appeared that Komorowski's lead was narrower than originally reported.
Based on 71 per cent of voting stations reporting, Komorowski had 40.1 per cent of the votes and Kaczynski had 37.4 per cent, the State Electoral Commission said.
Official results are expected Monday.
The president's death created a surge of public sympathy for Jaroslaw Kaczynski, but because of his combative style some referred to him as "the terrible twin" during Lech Kaczynski's presidency.
Critics said that as prime minister from 2006 to 2007, Jaroslaw Kaczynski came close to making Poland a semi-authoritarian state while constantly picking fights with the leaders of Germany and Russia.
Kaczynski said he is a changed man after his brother's death. In a recent address to the people of Russia, he called for reconciliation and good relations.
The campaign ahead of the snap elections, originally scheduled for September, was overshadowed by the tragedy that claimed the life of the president, his wife and 95 others.
They died when their plane crashed while trying to land in heavy fog in Smolensk, Russia, on April 10. The delegation included many high-ranking Polish government and military leaders.
Komorowski, the liberal and pro-European parliamentary speaker, was the front-runner heading into Sunday's vote. Opinion polls suggested he would garner about 40 per cent of the vote and Kaczynski more than 30 per cent.
